This level 3 course has been made for anyone that would like a career as an Enforcement Agent (EA). With this course we also assist the candidate with the admin for their enforcement agent (EA) court certification process. EndeavourUK has developed the first Enforcement Agent/Bailiff Level 3 endorsed course in history. Bailiffs are one of the world’s oldest professions but until now, no training of this level has been available. This course has been developed to help lift the quality and improve the standards and consistency within the industry. ELCAS funding is available for eligible candidates.

This course has been made for anyone that would like a career as an Enforcement Agent (EA). This course covers all aspects relating to the roles and responsibilities of an Enforcement Agent. It includes Taking Control of Goods, EA Conduct, understanding the process of a number of different debt types, identifying and dealing with vulnerable people, understanding how to be an effective EA and also being able to effectively manage conflict. This Level 3 qualification is endorsed by the nationally accredited awarding body Highfield HABC and covers the requirements for the new regulations for Enforcement agents. With this course we also assist the candidate with the administration for their enforcement agent court certification process, making the certification process as easy and stress-free as possible. This cost of this course/programme includes:
Level 3 Certificate for Enforcement Agents (Bailiffs) Taking Control of Goods Course (Theory) certificate (for those that have successfully completed units 1 to 4 of the course),
CCJ Checks for every address lived in for 6 years (up to 6 checks),

You must successfully complete the assessment for all units and pass a classroom based exam to achieve the theory part on the course. You will then gain the Level 3 Certificate for Enforcement Agents (Bailiffs) Taking Control of Goods (Theory)course certificate. You will then attend the count court to obtain your enforcement agent certificate.
Once you have the EA certificate you will be about to work for enforcement companies. When you are working for an enforcement company and are ready for your practical on street assessment, we will then compete unit 5 of the course Practical
Assessment: Unit 5: Working as an Enforcement Agent
Be able to enforce a case effectively
Be able to identify potential hazards and carry out risk assessments in a real life situation
Be able to use observation to gain more knowledge of a case
Be able to communicate with a debtor effectively and confidently
The assessor will come on street with you for unit 5 and they can give you guidance and support, helping up improve the way you enforce. The assessor will mark you to confirm you can apply what was learnt in the classroom to real life.
If the assessor is happy you have completed all areas on unit 5 they will sign you off for this unit and you will gain the Level 3 Certificate for Enforcement Agents (Bailiffs) Taking Control of Goods (Practical) certificate.
You will be given:
- The Course booklet, this is full of information to help you through the course
- The Course Assessment Workbook, this is for you to complete prior to the classroom training and will be handed to your tutor in the class
- The EndeavourUK information for EA certification form to be completed and email be to
the EndeavourUK office for processing and posting to court.
Learners will attend five(5) days classroom training from an experienced enforcement agent tutor, the tutor will deliver the 4 units in the classroom.
The tutor will assess the Workbooks and give guidance when needed.
On the last day in the classroom the learners will sit a two hour 60 multiple-choice questions examination.Learners will be told the result of the exam on the same day.
Successful learners will then gain the certificate used from the awarding body for the Level 3 Certificate for Enforcement Agent (Bailiff) Taking Control of Goods (Theory).Certificates will be issued within 10 days from exam.
Candidate will than attend the count court with paperwork that has been given to them by EndeavourUK and a county court Judge will review all paperwork and decide whether the candidate is a fit and proper person to receive an enforcement agent certificate.* The court date will be around 8-12 weeks from time the course is posted the competed application.
*EndeavourUK will ensure all paperwork is correct for the court certification, the judge on the court hearing date has the ultimate decision to issue an EA certificate, if the judge decides not to issue a certificate to the candidate and this is not due to paperwork then EndeavourUK takes no responsibility. The judge may reject an application for EA certification if the candidate has CCJs (County Court Judgement within 6 years), a criminal record, if the Judge feels the candidate is not a fit and proper person to hold the certification or if the candidate has not successfully completed the EA course.
*EA court certification must be renewed every 2 years. EndeavourUK is happy to assist with the renewal process for an administration fee.
If you are eligible for the full ELCAS funding package, you will only need to pay £396 for this course plus certification package. The rest will be covered by ELCAS funding.

Courses start at 9:30am. Please arrive at lease 15mins early.
This course will finish at 4:30pm each day so please ensure you have made arrangements to stay to this time before you are booked on the course.
At the start of this course you will be required to show ID to the tutor.
At the start of this course remember to being the competed Course Assessment Workbook that we sent to you.
Dress Code: Smart
For the court enforcement agent certification:
Two passport sized photos
Proof of name and address (a list of proof accepted will be sent to you)
No County Court Judgements (CCJs) for the past 6 years,
A clean criminal record (if you do have something on you criminal record contact us to review)
Two references from people who have known you for a number of years (these need to be from people that are of good standing in the community, they can be friends but not family). Reference letter template highlighting areas to be covered in the letter will be sent to you.
Is there a difference between a Bailiff and an Enforcement Agent?
An Enforcement Agent was originally know as a Bailiff but due to many different types of bailiff in existence the title has changed to Enforcement Agent.
The main role of an Enforcement Agent is to legally remove goods/items to clear a debt, unless payment of the debt is paid. There are many types of agents for the collection of debts, they fall into 4 main categories:
Private Bailiffs
County Court Bailiffs
Certificated Enforcement Agents (EA) this certification is granted by the County Court
High Court Enforcement Officers (HCEO) also known as Sheriffs Officers

Certificated Enforcement Agents can operate anywhere in England and Wales.
What Laws do Enforcement Agents work under? Enforcement Agents work under three types of categories of law.
Legislation – Legislation include laws enacted by Parliaments, as well as laws made by persons or bodies granted law-making powers by Parliament. Legislation is also often referred to as Acts or Statutes. Certificated Enforcement Agents work under:
Schedule 12 of Tribunals, Courts and Enforcement Act 2007
Taking Control of Goods Regulations 2013.
Taking Control of Goods (Fees) Regulation 2014
Case Law – Law based on judicial decision and precedent rather than on statutes
Common Law – Common Law originated and was developed in England and is based on court decisions, customs and usages rather than on codified written laws

Guidelines stipulated by the Client on which they are enforcing on behalf of.
Completing the enforcement agent course provides an excellent opportunity for all service leavers and on successful certification allows you to start work immediately after leaving the forces. There is a lot to take in to pass the exam but the experienced staff at EndeavourUK make sure that you have the knowledge to pass the exam confidently. There’s a lot of paperwork to be completed for your court certificate however this is made very easy by the excellent administration team which complete most of it for you.
When attending court to receive your court certificate EndeavourUK will send one of their staff along to help you through the process. Standing in front of a judge can sound a bit nerve racking but you are only there for a couple of minutes and all the paperwork will have been prepared for you.
